Though a small battle by comparison to the bloody confrontations that were to come, the 1861 Union defeat at Ball's Bluff, early in the Civil War, had disproportionate and far-reaching effects, as James Morgan thoroughly chronicles here. What began as a probing expedition across the Potomac, ordered by Maj. Gen. George B. McClellan to test the Confederate presence near Leesburg, Virginia, turned into a rout as Southern troops arrived in number and pinned Union forces at the river, where they could not evacuate back across to Maryland in the few boats available. Col. Edward D. Baker—a U.S. Senator for Oregon—was killed in the fighting, and the defeat led to the formation of the Joint Committee on the Conduct of the War, which harried Abraham Lincoln and the Union high command for the rest of the war.
